The Government of Qym holds executive power for the Kingdom of Qym. As Qym is an absolute monarchy, the King of Qym is the head of state and head of government. The Government of Qym is composed of the King's Royal Ministers, and the national public service. It functions in accordance with the Fundamental Law of Qym and is advised by the Royal Consultative Assembly.

Royal Ministers must be members of the royal family. They are political appointees and administratively operate their ministries. They are executives with full administrative control over their respective ministries. Under Qym's political system, the terms government and Government of Qym refer specifically to the King and the Royal Ministers, but typically also includes the national public service, and ministries and agencies when used elsewhere. It excludes regional and municipal governments who are referred by their respective administrative names, even though most of them are also directly appointed by the King. Ministers each have their own staff, called a ministerial cabinet. Each cabinet consists of around ten to twenty members, who are political appointees. Cabinet members assist the minister in running a ministry. Members of ministerial cabinets are powerful figures within the government and work in both the political and administrative spheres. The hierarchy in each ministerial cabinet is determined by the minister. Working groups consisting of representatives from several ministries are commonplace. It is the duty of the King to oversee these inter-ministry meetings and to ensure that government work is done effectively and efficiently. All ministerial cabinet decisions must be co-signed by the King.
