Thyon (IPA: /θɪ:ɔ̃n/), officially the Empire of Thyon, is a country in the continent of Meran on the planet Basis. It borders Holaria, Tamodia and Qym to the north, Prugundy to the east, and Chiyan to the south. Thyon is a federated monarchy, which consists of three constituent kingdoms, Thyon, Merin and the Maritime Union – which itself consists of three states – and four imperially administered provinces, Aunan, Luser, SOUTH and SOUTHWEST. Each constituent kingdom has a monarch, along with an elected government. The capital city is Polamdi, and the largest city is Rhempo, closely followed by the cultural and historical capitals of Fepo and Khapo.
In the Copper Age, from 3000 BCE, the territory of present-day Thyon was inhabited by early Auser civilisations, centred on the central Auser River plains. The agriculturally focused Auser civilisation and culture spread from the central plains toward the OCEAN coast and up river to the Auser Uplands. The Cunerians, a coastal Auser tribe, gradually expanded their territory until founding the Cunerian Empire in 1000 BCE. The Cunerian Empire expanded Old Thyonese language and culture across southern Meran. Following the Sukatic Invasion in 990 CE, the empire collapsed and was divided into various duchies. Following the Battle of Volapo in 1011, the Duchy of Merin was incorporated into the Sukats Kingdom, with Thyo-Merinese culture divided and subdued in Merin. After 200 years of Sukatic rule, the events of Thyo-Merinese Rejuvenation led to the establishment of the Kingdom of Merin in 1445 CE, the expulsion of Sukatic influence, and the establishment of the Kingdom of Thyon in 1623 CE. The Rejuvenation Era, saw Merin and Thyon fight battles for influence over the Thyo-Merinese world.
Formation of the unified Thyon nation-state began in 1870 CE, led by the Kindgom of Thyon, and established the Thyonese Empire in 1900 CE. The newly established empire expanded to conquer the Auser Uplands region of Central Meran, as well Lower Thyonese speaking regions in Southern Meran.
Thyon is a member of the Basis Forum. It is also a member of the International Trade Federation and the Basis Climatic Organization, and hosts the headquarters of several international organizations, including the Basis Development Bank. Thyon is a developed country with one of the largest economies on Basis.

Government and politics
Thyon is a federal constitutional elective monarchy, made up of three constituent kingdoms and four imperially-administered provinces. The constituent kingdoms of Thyon and Merin have their own hereditary monarchs, while the Maritime Union has a rotating Council of Presidents. The imperial monarch is known as the Archon.
Thyon has a federal or imperial parliament, known as the Federal Assembly, which is the responsible legislature for powers reserved for the federal government. The Archon appoints a Federal Cabinet appointed from members of the federal parliament, which in practice is always the party which commands a majority in the Federal Assembly.
Monarchy and royal family
Thyon is a constitutional monarchy, nominally elected, but in practice the elected Archon has been the hereditary King of Thyon since 2170. The House of Ga has controlled the monarchy since 1970. The monarch is currently Adsei XIV, since 2428.
The Acts of Constitution define the relationship of between the Archon, the government and the Federal Assembly. The Acts were adopted in ????, in the immediate aftermath of the Boreal War. The Acts placed further limits on the Archon's power without the consent of the Federal Assembly, and replaced the Archon as the primary representative of Thyon's foreign policy.
Government
The executive branch has two leaders, the Archon, who is the head of state and the Prime Minister who is the head of government. The Archon is the Commander-in-chief of the Thyonese Armed Forces.
The Government is appointed and dismissed by the Archon, on the approval of the Federal Assembly. Typically, the leader of the largest party in the Legislative Assembly is appointed Prime Minister, provided they can demonstrate the confidence of both houses of the Federal Assembly. In practice, coalitions have been common throughout Thyon's history, as no single party can command a majority in either house. The Government consists of Ministers appointed by the Archon to the Imperial Council, the executive decision making body.
Each Minister is responsible for and administer a Department, which is staffed by members of the Imperial Public Service. Each Minister serves as the leader of the relevant department, while day-to-day operations are overseen by a General Secretary. The Prime Minister and other ministers are responsible for setting public policy and overseeing the public service.
The Archon can only dissolve either house of the Federal Assembly on the advice of the leader of each house (i.e. the Leader of the Legislative Assembly or the President of the Senate). This only occurs after a motion of to dismiss or successive budget bills have failed to pass a house.
Legislature
The legislature consists of the Federal Assembly of Thyon, a bicameral body made up of a lower house, the Legislative Assembly, and an upper house, the Senate. Legislators in the Legislative Assembly, known as MLAs, represent local constituencies and are directly elected for six-year terms. The Assembly has the power to dismiss the government by majority vote. Senators are directly elected to represent a constituent kingdom or province for eight- and six-year terms respectively, with half the seats submitted to election every four years. The Senate's legislative powers are equal to the Assembly; in the event of disagreement between the two chambers, deadlock can result if an agreement cannot be reached. The parliament is responsible for determining the rules and principles concerning most areas of law, political amnesty, and fiscal policy; however, the government may propose draft laws and draft specific details which fall under laws.
Since the Boreal War, Thyonese politics has been dominated by three major political blocs. The Agrarian Social bloc, the Radical bloc and the Imperial bloc. The Agrarian Social bloc is made up of parties prioritising social welfare, traditional religious practice, agricultural production and some state involvement in the economy. The Radical bloc has evolved, but largely consists of the Radical Progress Party, a secular party focused on reducing the influence of religion, further government intervention in the economy, expanding social welfare and constitutional reform. The Imperial bloc is a conservative and reactionary grouping of parties, currently represented by the Thyonese Imperial Party. The bloc calls for increased military spending, further imposition of religious practice and restoration of certain powers to the monarchs. At times, the Imperial Party has advocated for absolutism and protectionist economic policy.
Law
Thyon has no official written constitution, but the Treaty of Gergumlaauser, the Acts of Constitution, and the Acts of the Judiciary form the constitutional framework of Thyon. The Treaty of Gergumlaauser defines the powers of the Federal Assembly and the constituent kingdoms, modified by the Acts of Constitution. The Federal Assembly and constituent Parliaments are restricted from making laws which contravene the Treaty or the Acts of Constitution. The Treaty and later the Acts of Constitution established a process by which the constitutional framework can be amended. This requires a supermajority in all Parliaments of the constituent kingdoms and the Federal Assembly, before obtaining royal assent via a special session of the Federal Council.
The Federal Assembly may only pass laws on specific matters permitted by the constitutional framework, or if a matter is referred by the a constituent kingdom's parliament. Likewise, constituent kingdoms cannot pass laws on matters reserved for the Federal Assembly. Imperial and constituent laws which contravene the constitutional framework can be referred to the Federal Court, the supreme court of last resort of Thyon, to be struck down.
There is a federal judiciary headed by the Federal Court, the supreme court, which has unlimited and final jurisdiction for all civil, constitutional and criminal matters. Each constituent kingdom has their own judiciary and legal system. An ability to appeal constituent cases to the Federal Court was established by the Acts of Judiciary in 2380 CE. The federal judiciary is organised into appeals, provincial and specialist courts. The Federal Appeals Court hears appeals on cases referred from the lower provincial and specialist courts. The provincial and specialist courts serve as courts of original jurisdiction for cases in the provinces or in areas of law which are the domain of the Federal Assembly.
Constituent kingdoms and provinces
Thyon has three constituent kingdoms and four provinces, which are directly administered by the imperial government. Each constituent kingdom retains a monarch and a Parliament with the ability to pass laws on all matters except matters reserved to the Federal government.
The Maritime Union, while considered a constituent kingdom, is itself a union of smaller states. Prior to the Treaty of Gergumlaauser, the maritime trading principalities of Noeteo, Gal and Melapo had formed a loose union to advance shared interests. There is no unified governmental organs aside from the Council of Presidents, which consists of the President of Noeteo, Melapo and the Prince of Gal, and the Supreme Court of the Maritime Union. The Council of Presidents is responsible for intergovernmental relations on behalf of the Maritime Union. Each Maritime state has its own executive government, legislature and judiciary. Two of the Maritime states are no longer monarchies, having adopted presidential systems.
Foreign Relations
Thyon is a founding member of the Basis Forum. Thyon is highly connected to international organisations and multilateral-ism, these include the Southern Monetary and Economic Association, Boreal Cooperation Council, Basis Development Bank, Basis Climatic Organization, and the International Trade Federation. It is the founding member and host of the Rhempo League of Thyo-Merinese nations. It is an observer member of the Organization of Sukatic Nations and a leading member of the Meranian Diplomatic League, the leading intergovernmental organisation in Meran.
As a significant hub for international relations, Thyon has the ???-largest assembly of diplomatic missions, behind Qym and ????. It also hosts the headquarters of several international organisations, including the Economic Development Association, the Basis Standards Board and the International Police Cooperation Organisation.
Thyonese foreign policy after the Boreal War has been largely shaped by alignment to former Nagur Pact nations, including maintaining close ties with Qym. Since the signing of the Treaty of Khapo, Thyon has developed close ties with former enemy Prugundy.
Military
The Thyonese Armed Forces are the military and paramilitary forces of Thyon, under the Archon as commander-in-chief. They consist of the Royal Thyonese Army, the Royal Thyonese Navy), the Thyonese Air Force, and the Royal Thyonese Coastal Guard. Together they are among the largest armed forces in Basis, with over 440,000 active military personnel as of 2440. Thyon spends approximately 3.3 per cent of nominal GDP on military expenditure, making the ?th-largest on Basis.
Thyon has been a recognised nuclear state since 2363. It is a party to both the Treaty of Yumabil on Nuclear Proliferation and the Treaty for the Prohibition of Nuclear Tests.
Thyon has military alliances with several nations, including the Thyo–Chiyanese Alliance and the Qymo–Thyonese Treaty of Friendship and Cooperation. It leads the Southern Meran Military Alignment Organisation, which conducts shared training exercises amongst friendly Meranian states and cooperates militarily with the Organization of Sukatic Nations.
Human rights
Thyon derives much of its human rights law from AUSERISM and its belief in the innately sacred nature of the human body, as well as the Julima Declaration on Fundamental Rights. The Julima Declaration defines social and political rights afforded to every citizen, regardless of political or social status. Thyon has generally scored well on freedom of speech and freedom of the press as a result.
Thyon also has relatively positive reputation for LGBTQ rights, owing to historical matriarchal structures and perceptions of femininity, and reverence of gender diverse people as more spiritually connected. However, there is a lack of specific protections for LGBTQ individuals as a result. Since 2385, protections have been included in legislation, including making explicit the ability for same sex couples to marry. This had previously been ambiguous in legislation but not specifically prohibited.
Freedom of religion is generally tolerated in Thyon. However, the official state religion remains AUSERISM and religious practice is common in daily life. Since the 2380s, Thyon has liberalised its attitudes toward other religions and has relaxed requirements for AUSERISM in public life. Until 2439, public officials were required to be adherents of Auserism to hold any elected office.
Economy
Thyon has a highly developed mixed economy, with large aspects of industry under state capitalism coupled with robust and extensive private sector involvement in the economy.
As of 2440, Thyon has experienced low productivity growth and moderate inflation, leading to slow GDP growth in over the past five years. In addition, high debt has began to limit growth potential in the private sector.
Energy
Transport
Transport in Thyon is dominated by rail-based forms of transport. Owing to the legacy of Archon Gorga XIII, rail has been prioritised for long-distance travel in Thyon since the Industrial Period, with both the government and private sector building an extensive network of railways. Thyon has an extensive rail network, and the largest network by track kilometres in Meran. Most major settlements in Thyon are connected to a sector of the national rail network, which is run by several state-owned corporations. The largest is the Thyonese Railway Corporation [TBD], which serves as the national long-distance railway operator, responsible for track and operations connecting the largest cities in Thyon.
Roads also serve a secondary and connecting role, and in recent years as demand for road travel has increased, freeways have been constructed between major urban areas.
Most significant urban areas in Thyon have extensive surface rail networks, coupled with tram networks to serve local neighbourhoods. The largest urban areas in Thyon have rapid transit systems centred around fully grade-separated rail systems. The largest and highest ridership rapid transit system is the Rhempo Metro. Suburban or commuter rail networks in medium-to-large cities are known as Pomastos.
